Alexander Usoltsev
Head of International relations department, Russian Foundation for Basic Research (RFBR).

International Relations Department is responsible for international cooperation and support of the Russian researchers working together with foreign partners.

Dr Alexander Usoltsev was born in Volgograd. He graduated from the Leningrad Technical Academy faculty of Communication Systems and Networks and the Moscow State University faculty of international affairs. He received his PhD (economy) in the Institute for U.S. and Canadian Studies Russian Academy of Sciences. Before his appointment to the Russian Foundation for Basic Research Alexander served as the Deputy Director and the Director of the Department of International Cooperation in Rosatom Nuclear Corporation. In 2016 he was the advisor to the Director General of this corporation. He also took the positions of expert, head of sections, branches and divisions at Russian Railways Corporation. He was at the Foreign Service as an Economic Officer, and has served in several career tracks. His assignments included: Officer and Counselor at the Russian mission in Vienna, Austria, and First Secretary at the Russian Embassy in Brussels, Belgium.

Dr Usoltsev participated in numerous negotiations as member and head of the Russian delegations (CFE Treaty, Agreement concerning disposition of highly enriched Uranium; Plutonium Agreement, etc.).
