Born on October 14, 1978 in Moscow, Russia.
In 2000, he graduated with honors from the State University Higher School of Economics, Moscow (BA in economics), then in 2002 from Korea University, Seoul (MA in International Commerce) and consequently in 2005 from the KDI School of Public Policy and Management, Seoul (MBA).
In 2002-2008, he took various positions in human resources management and marketing communication in Samsung Electronics in Seoul headquarters and in Moscow representative office, followed by human resources consulting job with Mercer.
During 2009-2015, Mr. Konovalov worked as senior counsellor in the International Department of the Russian Ministry of Education and Science where he was responsible for the development of the bilateral cooperation in education, science, technology and innovation with various countries in North America, Western Europe, East Asia and Africa.
In June 2015, he joined the Russian Science Foundation (RSF) as the head of international relations.
Sergey Konovalov spoke at many international conferences in Russia and abroad. His research activity is related to the international cooperation in science, research ethics and integrity, evaluation metrics in science, peer-review.
